So you're saying they would rather not part with a Million dollars and give out small chunks of cash making people think they're doing well (which they are) but not as well as they could be doing? It's quite possible and the past 8 years have supported it. While a million dollar winner is always great and everyone would be excited, it's not something they (and their insurance company) want to happen with any kind of consistency or you'd be seeing a lot more big winners.

So we'd have to wait who knows how many years before we get another million dollar winner? It would be nice to see a top prize winner at least once a year (unless you guys think that's a bit too much). If no one has won the million in 8 years, how will they attract more viewers? After all, the show is called "Who Wants to be a Millionaire.

And then Millionaire will lose viewers and shed the same unfortunate fate DoND faced some time ago... and I really enjoyed the syndicated version of DoND.

We've actually had only 1 million 'gulden' winner in the Netherlands. And that was like 10 years ago... But I still like watching the game

After all, the show is called "Who Wants to be a Millionaire. People said the same thing in 2004, 2005, 2006, etc. Viewers kept tuning in regardless. If someone wins it won't make national headlines like it did in 2000, so a big payoff won't necessarily have a lasting impact on ratings. The show just "works" with or without frequent big winners.
