Gerry Scotti at the conference of the 11th season of "Chi vuol essere milionario?" said that he had to fight with 2waytraffic only for a small change in the rules (the only graduated sum and the first five question difficult). So why the american version can change (totally) without any problems?

If I recall, Disney/ABC still own the American version, while 2waytraffic owns the international version.

I'm not entirely certain of the details, but the U.S. version is unique among the international versions in that Disney has a lot of creative control. That's why the U.S. version has historically been able to try out many different game mechanics.
